The Girl is learning to do Axels in skating and has been practising in the harness. This is possibly the same sort of contraption that enables Peter Pan to fly in pantomimes. The Girl is strapped around the waist with a belt attached to a rope, the rope goes up through a pulley and the other end of it is held by her coach. When she goes into the jump her coach hoists her up into the air so that she can safely turn and land.
It's quite entertaining to watch. I rather fancy having a go myself but I'm not sure the coach would allow it.
